Oleg Kachanov was born in 1976 in Moscow. In 2002 he graduated from the Faculty of Chemistry of the Moscow State University named after M.V. Lomonosov.

From 2003 to 2008 he worked in the IT department of Metelitsa-Club LLC. From 2008 to 2010, he developed start-up projects in the field of security and document management. In 2010, he worked at Privat Trade LLC as a development manager and IT director of the holding. From 2014 to 2016, he worked at the Ministry of Telecom and Mass Communications of the Russian Federation as Deputy Director of the Department for the Development of Electronic Government.

In December 2016, he was appointed Director of the Department for the Development of Informatization Projects of the Ministry of Telecom and Mass Communications of the Russian Federation. In February 2019, he was appointed Director of the Department of Digital Transformation Projects of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.
