In 2004, Boris graduated from Moscow Aviation Institute with the degree in Applied Mathematics. In 2009, he graduated with honors from Institute of Psychology under Russian State University of the Humanities, where he was studying Psychology.

His zone of responsibility includes the corporate program for innovation development, strategic planning and partnerships, development the direction of «Digital Healthcare», Rostelecom's participation in the "Digital economy" program of the Russian Federation.

Boris has gained vast expertise in ICT: in particular, he was involved in developing and implementing key systems of e-government infrastructure, as well as establishment of Russian national framework of production and control over new generation of passports and visa documents, and other large-scale government digital projects.

Boris has been awarded with a number of corporate and state awards.
